Duplicate Background Layer
You will be having two layers, background and background copy layer
With Background copy layer Selected, Go to Image - Adjustments - Desaturate
Select on the background Layer and Desaturate the image as per above steps
Now both two layer will be black and white
With Background copy layer selected go to Image- Adjustments - Invert
Change blending Mode to Color Dodge
Go to Filter - Blur - Gaussian Blur
Gaussian Blur window will pop up then play with Radius until you are satsified with the result then click OK
Choose Burn Tool
Apply burn tool into places you want to darken
well here is my final result
